This group was established by the Assessment Committee with charge to:
- Look for models for positive transformation of primary/secondary education programs outside Armenia as examples we can learn form, and present a summary.
- Consolidate data and studies existing (1) in the group, (2) with the government, and (3) other entities; provide an executive summary of findings.
- Determine and evaluate the current budget and salaries of teachers, and compare with economic indicators related to standards of living.
In 2023, it produced a report that consolidates existing studies from the government, united nations, the world bank, and other NGOs.
